To:

Then tell me the updated error message on your store. The error code should tell us whats happening.

On your site, you have removed the country from your billing details: http://cld.wthms.co/5zdl/4FhCnZlF. That is likely the issue here.
Hi Caleb appreciate your help , as my business only operates in singapore i was wondering if it is possible to have this set pre-defined, meaning to say my country and state is always singapore and i have the fields hidden.

If you choose only 1 ‘sell to’ country in WC > Settings, it will show just the country name and not a dropdown 🙂

If so, have you also ensured the billing country is working correctly as Mike described?
