Admin. Page—button doesn’t work

I’ve looked around the Codex, can’t find an answer. I’ve asked a few times in other Topics, but no replies from anyone. Here it is: the Link button on the
control panel goes nowhere. In fact, when I click on it in Safari, not only do I get a blank page, but usually Safari FREEZES UP. Everything else is fine. Can someone please point me in the right direction to fix this thing?
