Admin Bar Hidden on Back End

I just downloaded the plugin and I think it is what I have been looking for, but I noticed when I checked the box for “WordPress shows an admin toolbar to the logged in users of the site. Check this if you want to hide that admin toolbar in the frontend of your site” it was removed for me while editing the back end of the site.

Is this intentional? I don’t want any members to have any access to wordpress dashboard or admin bar, but I still need it.
