Admin account check

Zero experience with WP but please help me with this silly question:

Is there a foolproof way of finding out if you have an admin account for your site?

Someone was hired to build a site for an acquaintance of mine using WP but when completed kept charging a lot of money to keep it updated. So in the end they gave the user account and that was supposed to be the end of it. However I think this is not an admin account because for example it is missing some options from left panel such a appearances, plugins, users. I want to know for sure before I contact this person.

Can someone direct me with a quick help? Much appreciated
