Add Hyperlink to Button

I’ve tried to add a hyperlink to a button but it’s not working. This is my string of “stuff.” Sorry. I’m not familiar with this.

I thought I should place the URL where the “#” appears. I did so, but when I click on the link I’m carried to the top of the page. Am I entering the URL in the wrong place?
