How can I activate a pending membership without going to the Dashboard?
You need to log into your site to change the pending status of your member. If you are a developer you might be able to achieve the above using our plugins API. You can read more from the following documentation simple-membership-api-updating-member-account-using-http-post-request.
I want to delegate this task to a level, but not give them WP admin access.
Have you enabled the following feature Admin Dashboard Access Permission? This is located under Advance Settings tab.
(Note: If you are setting this option to a different user level other than Admin, you must make sure you have not enabled any of the following features Hide Adminbar, Show Adminbar to Admin, Disable Access to WP Dashboard under Settings.)
