I’m sorry but the answer is “no”. That is not an abusive review, it is feedback from the point of view from the user’s perspective. The fact that the poster did not reply to you does not change anything.
You may not like or appreciate it, it may appear to be unfair to you, but it is legitimate feedback from a user. That means it will not be deleted.
Please give this (lengthy!) post about reviews a good read.
About Plugin and Theme Reviews
The tl;dr is that reviews are feedback from the users for their experience. If you are trying to use or depend on reviews here for sales of your commercial plans then you are making an unfortunate mistake.
The review will remain.

@netfxs However there is a scenario where reviews will get deleted. That is when a plugin author or someone in their employ or radius creates a 5 start review for their own plugin. That is referred to as “sock puppetry” and is very strictly discouraged.
When that is found then a mail is sent to the plugins team reporting the infraction. The author is cautioned against that sort of behavior. If it happens more than once then the author risks having their plugin removed from the WordPress repository here.

Do start a support topic before you leave a review. If you have a problem with a theme or plugin please start a support topic about it before leaving a review. Give authors a chance to help you first. Just like the code, their support is offered for free.
when I wondering if that would take place in the context… So I asked!
