A user generated database that is searchable

My apologies if this is super easy but this is my first site and I am still learning.
I am looking to set up a site that allows people to log in and nominate items they would be prepared to lend to others in the local area.
To make this work I need a database plugin that I can populate with submissions but can be searched by people looking to borrow items.
Does anyone know if such a plugin exists. I’ve tried searching but I have gotten nowhere really. The closest thing I can find is DB-Toolkit and even then I’m not sure that will do it either.

I’d really appreciate any help at all 🙂
