You need to ask Startlogic what nameservers you need to point to then visit your Domain registrar and point your domain’s nameservers away from wordpress.com and to startlogic.

There is no Admin panel at wordpress.org.
wordpress.COM is a commercial venture that gives you a blog for free.
wordpress.ORG is an organization that provides you WordPress software that you can install on your own domain and host.
