even tried installing a php directory in the cgi-bin file. but do not have permission
Why are you trying to install WordPress in your cgi-bin? It needs to be installed in your web root.
i didn’t i installed it “public_html/wp”
i have no idea why the cgi-bin and or php folder come into play

the cgi-bin is protected by qwest. but i checked to be sure and it’s installed in “public_html/wp” wp is the folder i made for it

ftp’ed it to public_html folder

Ok – I think this warrants a chat with your hosts. It looks like there’s something weird going on with regard to PHP on the server.
i’m sure the tech department left for the day. I’ll have to call them in the morning.

did end up being at the host server. they forgot to activate PHP
