even tried installing a php directory in the cgi-bin file. but do not have permission

Why are you trying to install WordPress in your cgi-bin? It needs to be installed in your web root.

    i didn’t i installed it “public_html/wp”
i have no idea why the cgi-bin and or php folder come into play

The requested URL /cgi-bin/php/wp/wp-admin/install.php was not found on this server.

This suggests you tried to install it in your cgi-bin.

just don’t understand. (never even touched the cgi-bin folder)

Ok – I think this warrants a chat with your hosts. It looks like there’s something weird going on with regard to PHP on the server.
