Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Ten theme to rule out any theme-specific problems?
– resetting the plugins folder by FTP or PhpMyAdmin? Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress?
– increasing the memory available to PHP?

Thanks for reply. The error is occuring now no matter what I try to do eg. edit existing page etc.
The error does occur when using the Tweney Ten them. Have deactivated all plugins and reset the plugin folder in the FTP and re downloaded WordPress. So far no change. Have also checked all folder and file permissions but no luck so far.

Under further investigation I can make and edit pages with a small amount of text but I can’t create or change pages with a larger amount of data on them and of course still have my original menu problem. I have changed the memory setting using wp-config.php.
Am running out of things to try!!!

Have resolved problem but don’t understand at all why this should work. Traced it down to the use of the word from in text. Once I remove this word from any page it will save without the error. Put it back in and it will give 403 and 404 errors.

I have the same issue with nav-menu on my hosting. At my local machine everything is fine.
I found out in error logs of the hosting server that it’s due to ModSecurity. I’ve got the message ModSecurity: Access denied with code 403 (phase 2). Operator GT matched 255 at ARGS. Hi, I am experiencing the exact same problem when I try to add more pages to my custom menu. I always get this:
You don’t have permission to access /wp-admin/nav-menus.php on this server.
I tried different solutions but I could not solve the issue. I deleted the plugins and the .htaccess files I even did a fresh install and still the problem stays there. I can perfectly create new posts, pages and custom posts. I added about 20 pages to the custom menu But I can´t add any more. I don´t really know fix this. Has anyone run into the same issue? or even better can anyone provide us with a solution to this annoying problem?
