User permissions to access Redirection settings?

I’m making a custom user role and trying to give that role access to the Redirection plugin. Even when I give that role full plugin access, they are still blocked from viewing the Redirection settings page when they click on it. Are there any particular user permissions that someone must have to view the settings page? I feel like I’ve tried almost everything and nothing works.
