Toggle-indicators not working

The Toggle-indicators are not working right in the admin. the arrow must be in UP position for it to function upon page refresh. it seems like there is some JS Missing to HIDE the the toggle indicator is in the down position upon page load.

Can anyone else replicate this?
I’ve found no errors in the Chrome Console.
