Order times don’t match timezone setting

On my site in the settings, the site is set to ET, which is what we want.

However, the orders are showing 4 hours ahead of that. In addition, if I set a product markdown to go back to full price at midnight on 2/4 for example, it goes back to full price at 8pm on 2/3, again 4 hours ahead of time which is GMT.

Do orders and scheduled events use the time on the server and not the time in settings? If that’s the case is their any work around for this (I can’t change the server setting).
