I’m not the author of the plugin, but I can tell you what I see on my sites.
With the free plugin the invoice is in my sites language (Dutch). My guess is it looks at the language set for WooCommerce.
They have no WPLM by the way…

Hi! For the free version with WPML, there is no ‘logic’ in terms of the language of the invoice (or at least it varies widely depending on the setting) – the translations are handled by WordPress and WPML alone and the PDF Invoice plugin does not interfere anywherein this process. This may produce unreliable results and highly depends on your specific WPML configuration (for some people it works out of the box even with the free version, for others it doesn’t).
What the Professional extension does is simply homogenizing the output: it will make sure that before the PDF is generated, the language is always set to the customer language (or overriden to the store language, this is a setting).
As far as the above answer from @rixter, indeed without WPML the invoice is always translated to the WordPress language (or User Profile language if it differs from the main site language).
