I see no reason why DFP code could not be inserted.
No experience with it but if I understand correctly you need to place some code in the <head> section and then actual ad codes on the page where you want them.
Ad Inserter already supports insertion of code in the <head> section

Actual ad codes can be inserted anywhere on the page.
If you can be more specific what exactly is needed I can prepare a more detailed answer.
And if there is something that could simplify insertion or make things easier I am willing to consider possible solutions and to add new features.

I think that you need to do some researches about Doubleclick ads from google, the ads are the same but the insertions are different.
If you can ask your users, if any one of them used the plugin to insert Doubleclick.
I tried once before the way you mentioned in your answer, but it didn’t work.

Uncaught ReferenceError: googletag is not defined
Looks like the header code is missing. It should load the script //www.googletagservices.com/tag/js/gpt.js which defines googletag object.
What code have you put in the <head> section (tab Header)?
BTW: you are using caching so remote debugging can’t work
