theme-editor.php Missing from navigation with all plugins deactivated

    Hi,

    The “Editor” (theme-editor.php) option is missing from my left menu in admin after I upgraded to 2.7 with all plugins deactived. I also tried deleting all plugins but the option is still missing from the menu.

    If I navigate directly to wp-admin/theme-editor.php I get the following error message:
    “You do not have sufficient permissions to access this page.”

    All other pages work fine. Please help.
