I am having right now the same problem. I have read in several forums and blogs already about this problem, it seams that it is because we attempt to register Pinterest with a uploaded file or inserted the meta tag manually into index or something similar which was not correctly done or the theme has a option which overwrites the header ( Cache plugin, similar ). I am out of ideas also, so hope someone finds a solution!
I contacted Pinterest already with this problem, but they have 3 days waiting time to answer to my ticket, today is the limit time and no answer so far!
Good luck and if you find a solution, please let me know! I am on it also and will post if I get my website confirmed somehow!
HI I am back, I finally got it working! Yeaah!!!!! OK I checked all previous kind of attempts of verify to be deleted ( manual uploads of the HTML file, meta tag manual included into header, etc plugin you used before ).
Based on the recommendations from several moderators of WordPress ( not directly to me but to other users with similar problems ) I started to test out several plugins and thought that one of those must work and help me out, which was the case with this:
https://wordpress.org/plugins/all-meta-tags/
I installed it, went in, put the digit code as requested by the plugin, saved, went onto Pinterest and pressed confirm, first it showed me the same error again, so i went to the analytics tab, went to overview, confirmed from there again with finish, no error showed up, went back into Pinterest settings and by miracle my website now sows confirmed, uninstalled the plugin and anything is working now 🙂
Hope this helps you in any way!
Greetings,
André
You are welcome 🙂 Verify this as a solution for others so someone else can find it also! 🙂

Thanks, @gokuss7gamer !
It took me a few times to try it from the analytics tab, but it´s solved.
😀
Thanks guys, was getting frustrated with that issue but the plugin solved it.
I kept pasting the entire tag but found out it was just the serial key that’s needed.
“The tag code which Google (or Bing, Yandex, Pinterest, Alexa, Norton, WOT, SpecificFeeds) gives you is confusing as you only have to paste in the serial key number/letters (1234567890) and not the whole tag (<meta name=”google-site-verification” content=“1234567890” />). So just paste that into the relevant field and you will see “Success” message appear within a few seconds.”
