Dropdown menu in topbar doesn’t work

The Very Top Bar area is designed to support only one-level of drop-down menu, as it was mainly created for a simple menu, with a phone number or other contact details.
You can add a multilevel menu in the Primary menu, and for the Very Top Bar area you can check this doc we created to illustrate different use cases http://docs.themeisle.com/article/676-how-to-configure-top-bar-in-hestia.
