All of these things sound like they are how they should be. I would suggest, since it is a premium theme you should reach out to their support and see if there’s anything special you need to do with their theme to further enable comments.
I reached out to the theme several times but they haven’t been able to help. 🙁

Hi there,
I am trying to enable comments on posts on my website (e.g. http://beneficialstate.org/why-you-should-care-about-dodd-frank/) but after looking around on the internet and trying to solve it myself, I’ve been unsuccessful.
Comments are enabled under “Comments” in the dashboard. Comments and Discussion are also both enabled under “Screen Options” on the selected posts. The “Allow Comments” box is checked under “Discussion” underneath the post.
But when you go the post, there’s no comment box or place to leave a comment. Can someone help?
I am using Minamaze Theme.
