Can’t Delete Photos & Widget Edit Question

When I delete the photos in my directory they are still there. When I go into the administrative view and hit delete they remain there with an option to undelete. How do I delete uploaded photos permanently?

For the Upload Photos widget, how do I edit the text? There is too much information listed that is not needed for the users that visit my site.
