Uploading pictures/images

I am having trouble uploading images because (I thought) I didn’t have a file in my host file manager for 2009. I created the folder 2009 and named the months folders 01,02 etc. exactly like it was done for 2008. I now get the message
The uploaded file could not be moved to /home/keith999/public_html/wp-content/uploads/2009/01.
when I try to upload the image in word press.
Any help would be appreciated.
