Nothing updating, pages not working

My blog seems to be slowly deteriorating and I can’t figure out why. I can’t update or delete any plugins, themes, or reinstall WordPress the normal way. Sample error messages are “An automated WordPress update has failed to complete – please attempt the update again now,” “Could not remove the old plugin,” “Deletion failed: Could not fully remove the theme.” Several pages on the site are failing to load. Getting error “This page isn’t working. policegazette.us redirected you too many times.” I cleared the cache and cookies from the browser, but it didn’t help. The same problem occurs in different browsers. I deactivated all of my plugins, but that only made the dashboard load faster, it did not fix the main problems. I haven’t done anything different. The problems started on their own. The only thing I can figure is a WordPress update happened in July and problems seemed to start shortly after.
