This happens to me too – not always but intermittently. In my case it seems to be theme related. I have to temporarily switch to the 2016 or 2017 theme, upload media, switch back to my preferred theme. I am kinda hooked on my theme so I put up with it. Other posts indicate that plugin conflicts can cause this too – so, I would try a default theme, then disabling plugins.
I always get the information that an error occurred. But I get no information about what kind of error occurred.
This generally happens because of the permissions errors on wp-content/uploads folder or any missing image libraries on your server related to image resizing.

Thanks @bravokeyl Sounds like one step in the right direction. But what could I do to check this or change something?
Did you tried that from different browsers?
Is any error message showing while clicking the upload button?
Yes, @bimalvijay I tried. I even deactivated plugins und switched between the options on how to upload. And I reinstalled WP 4.8.1 No difference.
As I said: I think my server or FTP isnt the problem. I have enough space. The rights on the files and folders seem to be right (755 / 644). I can upload my pictures via FTP and use them on my website afterwards. The only thing that doesnt work is adding them to the library – even not with ADD FROM SERVER PlugIn (which in such cases always worked).
And there is no information about what kind of error occured (as usually is). It just says: error.

Solved!
The error was caused by a chat plugin. After deactivating everything is working fine again. Actually the plugin needed an updated which wordpress didnt show, only after deactivating the plugin.
Well … everything is okay now. 🙂
