It used to work in Safari 10.1.1 for Yosemite.
It does not currently work in Safari 10.1.1 for El Capitan.
Just noticed that too after updating my Mac.
My fault. I enabled an option in the debug menu (“disallow inline video”) and forgot about it…

Video Background should work just fine in Safari. Could you provide a URL?
It’s also important to make sure you have both .mp4 and .webm files for browser compatibility as well as the applicable MIME types set up on your web hosting server to ensure the videos can be played.

The video does not load on ipad, nor on safari, nor chrome, nor dolphin, I repeat on ipad.
On windows and android it works seamlessly on more than 5 different devices.
The problem is with the Ipad.
