    I’m not a PayPal expert .. I suggest that you contact them.

    A) ONE method (PayPal identity token)
    In my site, since I don’t use a SSL certificate (yet), paypal provided me with a “PayPal identity token”. In WC, select Settings > Checkout Tab > click on Paypal, scroll to “PayPal identity token”. PayPal will provide you with this.

    B) I am assuming their TEST transaction(s) worked AND you logged into PayPal to confirm them.

    Hope this puts you on the right track.
