Able to see other users profile

I turned off the ability for users to see other user’s profiles, but it seems you can still see someone’s profile picture, description, and any separators used in the form (since they do not have a visibility attribute) if you know someone else’s user id.

So if you enter in the URL <site address>/user/<some else’s user id> you will see the details I mentioned above. This only works if you are not logged in.

Not a critical bug, but inconsistent behavior. I would expect that you would be sent to the home page, as happens when you are logged in and try to view another profile.
