You won’t find a plugin for that because it’s the design of your theme. Which theme are you using? Are you able to show us your site?

What do you mean? Your website replicates the behaviour of the menu on top of the video. What is the problem you are having? Please try your best to explain in detail so that we don’t waste both our time.

That is not a WordPress site. Nor is there a plugin that will create that effect for you. That is custom Coded CSS and JS.
