When it is time to save permalinks, the plugin has finished the transfer.
If you observe an error at that step, it is likely that a plugin or plugins (sometimes theme) is not compatible with the new hosting environment.
Try to enable WP DEBUG and see if you can find out what is causing this issue.

Switched from WAMP to XAMPP – problem solved.
After many frustrating trials of various potential solutions, I thought it might be a local server version issue. Tried different versions of WAMP. NO luck. Then I switched to XAMPP. All-in-one worked perfectly.
I’m sharing this to potentially save someone else the frustrations I experienced trying to solve this problem.
