Yes, it’s beyond a core version. This feature realized with Posts/pages edit restrictions add-on included into a Pro version. If you allow to a role to edit just particular category, that role will can to post just to that category only.
Just to recap what I need to achieve,
I have a post category called “Member News” where all “Author” users are allowed post, not in any other post categories.
This restriction will apply to all existing “Author” users and new “Author” users.
Is this what URE Pro can handle without setting each user’s role?
Yes, you just restrict the ‘author’ role to post into that “Member News” category inserting its ID into the corresponding field. All users with ‘author’ role (existing and new added) will can post to that category only after that. Just do not forget to add ‘create_posts’ capability to the ‘author’ role in order authors can add new posts after ‘edit restrictions’ add-on activation.

Would the unauthorized categories be invisible to those authors or would the users simply receive an access denied message when they click on them?
Unauthorized categories are invisible for user at the post editor page.
I’m also using Events Calendar plugin called All in One Events Calendar.
Would I be able to restrict the user access to Events category as well?
