Visual Editor Page Down / over-scrolling Bug

I’m surprised that there were no other posts about this issue, and also that it’s not been fixed yet as it’s been a problem for the last several versions.
PROBLEM DESCRIPTION
In both Pages and Posts, when using the Visual Editor, when editing a long article the following occurs:When I “page down” using either the page down button on the keyboard, OR when I click the scroll bar to scroll down, it ALWAYS jumps slightly MORE than a page down, which means that I don’t see 2 or more sentences. This makes editing articles significantly inconvenient for several people that I know.
NOTE: Using the scroll bar method only 2 to 4 sentences… but PAGE DOWN does FAR FAR worse… jumping almost to the bottom of long articles… this is the worst part and makes editing a real pain.
See the screenshots to have a better idea on the side bar issue, with page down just imagine that it jumps down 90% of the article.

WORDPRESS INSTALLATION DETAILS
This problem occurs on all WordPress installations I’ve checked, additionally just for the purposes of this post I set up a fresh domain, fresh wordpress install, default theme, no plugins, and no settings changes… just WordPress out of the box.OPERATING SYSTEM & BROWSERS
Same issue has presented in both Chrome and FirefoxAnd on multiple computers… not sure of which Windows versions, but at least two of them were Windows 8.1
