can’t create variations from attributes

just noticed this – variations were missing for one of my products, it’s been out of stock for a while, went to edit product, create variations, saw that the attributes were somehow missing! what? So, re-added them, saved attributes to use for variations, went to variations, tried to create variations from attributes, and the message says “Zero variations created”. Other variable products are fine. Stumped.
