wordpress is stuck

I’m currently facing a weird issue.
with all my plugins deactivated, my wordpress is stuck and won’t take any action.
for example, if i want to delete a comment, i click trash , i see that the action has been taken, i give it a refresh, and it shows up again.
if i’m on an image, i click edit, the little loading circle just keep on spinning and nothing happens.
If i want to delete a plugin, it say deleting, yet also nothing happens.
