Try clearing your W3TC page cache. If that is not it, double check your settings to make sure you are including it or not excluding it on that page.
I have claring page cache but dont sow.
Where do I find the settings to make sur you are includint in the single page?

Edit the page, in the admin, which is not showing the table of contents. Scroll down to the “Table of Contents” metabox. Review the settings to make sure it’ll show on that page.
Also check the global settings admin page under the Settings : Table of Contents.
It is impossible for me to tell you for certain what to change because it entirely depends of the choices you’ve made when settings it up.
Generally I simply recommend using the defaults settings, most times there is no need to make settings changes.
