It happens when I want to create a new page or post only.
Try this: go to Users->Your Profile.
– Make sure that the box marked “Disable the visual editor when writing” at the top of the screen is not checked.
– If it is checked, then uncheck it and scroll down to the bottom of the page and click the “Update Profile” button to save your settings.

Unfortunalely it didn’t help, visual editor is enabled.

Editor is visible when I edit post but it’s invisible when I want to create a new one.
Which default theme did you activate? Try activating the twenty seventeen theme.
