Public theme criteria

    I am working on a public theme, but that is based upon a theme I designed for WordPress 2.2. As this is a long time ago, I can assume that new criteria are introduced. Can someone point me to a page where all the criteria are listed or give an overview?

    I think in criteria as:

    1. Minimum HTML4 support;
    2. Support for tags;
    3. Support for Avatar; (which function? Build in or old plugin);

    Etc. etc. Hope someone can help me, as I can’t find it on the WordPress.org website by using the searchcentre.
