    default JS: seal.js, js/jquery/jquery.js
    recomm. JS: js/jquery/jquery.js (except is you know it works without)

    default CSS: admin-bar.min.css, dashicons.min.css
    recomm. CSS: exclude those to avoid structural difference between logged in/non-logged in users, so AO’ed CSS can be reused between the two
