Force Customer to Select Shipping Method

Hi,

Is there are reliable way to deselect all the shipping options to force the customer to choose a shipping method without using a plugin. This is useful if you have a number of shipping options, say standard and express shipping. You can’t really have a dialogue box asking you to confirm shipping as that seems to interrupt the flow. I thought it would be useful just to have it deselected.

But with PayPal express it was possible to skip the shipping amount and not be charged, which defeats the object.
