MAMP and Hosting Questions

So I want to set up a blog, and I want plugins. I run an ESXi host at home with several Linux VMs so could use that, but i) the webserver there is ‘live’ and is used to serve our family’s JIRA and Confluence content as well as the Horde groupware, so I don’t want to install it there in case I break something, and ii) that server is on a domestic broadband DSL line, so there’s always the chance it will go AWOL whilst I’m away on holiday.
I scouted around and found 123-reg.co.uk who are offering WordPress hosting for £1 per month here in the UK. This sounds like a good deal, except it’s not on a dedicated host so no root access.
My question is: can I do everything I want without root access? In particular, I want two-factor authentication with Google Authenticator. Last time I fiddled around with self-hosted WordPress on a test Linux box at home, installing plugins required copying the zip into the wordpress directory at filesystem level. Is this still the case or can I do it on the GUI?
Also, I want to try out MAMP on my MacBook. Ideally, blog from anywhere, and then when I’m happy with the page (or when I get an Internet connection), upload to the server. Is this worth it? What is the difference between MAMP and (for example) having a wordpress install running on Virtualbox? With MAMP, how does one move a page from one’s local laptop to the online blog? I’m hoping it’s not a MySQL dump or something equally convuluted.
