I can’t change the default language | WordPress.org

I uploaded the de_DE.po and de_DE.mo files on plugins/ contact-form-7/languages, but nothing is changing. The default language for the website is german.
What should I do?

Which version of WordPress and Contact Form 7 plugin do you use?

Wordpress 4.7.2 and Contact Form 7 Version 4.6.1.

German translation contributors have translated 100% of the current stable version (4.6.1). If you don’t have the latest language pack yet, update translations in the Dashboard > Updates admin page.

The contact form in the page you linked has been created in the en_US locale. If you need a de_DE contact form, set your language to German (Users > Your Profile), then create a new contact form (Contact > Add New).
