That’s not possible.
What you can do is create 2 Repeating Fields (one Date and one URL) and then add a Date Field Instance for each added URL instance, but this needs to be done manually.
I apologise that this is not natively possible out of the box with Types.
But the date cant be specified or tied to the url in any way with that method.
I guess I could use a field group as a form, except the group won’t be repeatable.

It’s not possible to tie them, as mentioned.
What you can do is create a Child/Parent relationship and add each child post 2 fields, an URL and Date Field
Then, for each repetition of Fields, you add a new Child Post.
