Try:
– switching to the default theme automatically by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.
– resetting the plugins folder by FTP or phpMyAdmin.
– re-uploading all files & folders – except the wp-content folder and the wp-config.php & root .htaccess files – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.

That is ht-access file issue and WP con-fig issue because of that your file did not get the correct path of CSS file.
That why it is not showing properly.

Is keeps going back and forth from the not working page to a working page ?? and also how would I sort this out if it is the ht-access ??

Try deactivating all the plugin. Try also –
Download the .zip file from wordpress.org and extracting wp-admin folder and copy it to your website and replace all your website files with the new one . (Only the wp-admin folder). And also try to edit .htaccess file 🙂
