Staggered discounts

Hello.

I’d like to know if it’s possible for me to have a product discounted by quantity like this.

For the first 1-20 products in the cart, apply 5% discount.

For the next 21-40 products in the cart, apply 10% discount.

So the first 1-20 keep the same original 5% discount.

Is this possible?

If not, do you offer custom development to make it happen for a price?
