We ended up using a mix of off custom code and a different plugin. The only membership/user management plugin we found with something close to what we needed is MemberPress with their “Corporate Accounts” add-on.

This will get you half way there as it allows a “parent” account to sign up other accounts that will be linked to it and be visible (but not editable).
From there we added some custom code to get to exact solution we needed (actual parent/child family accounts). If you are interested we could put together a tutorial article on the modifications and setup we are using.

I need a customized solution for a parent-child registration.
1. Parent can register, make payments (for each child added) and make upgrades, cancellations etc. and can add a child.
2. Child account – can login and access content based on their membership level (as decided by the parent). Child accounts will not have an email address, just username and password.
3. Parent Dashboard – Can view all the details for the child and can change the child’s membership level.
4. There is no membership level or payment for the parent, only for the child.
