Where is background-image display script found?

    While I’ve figured out how to edit the header-image display, I can’t find the script referring to the background and why it’s doing what it’s doing. I’d like it to crop as the header-image does (which I’ve edited in custom-header.php), and get both to display at 100%, but for this I need to know where the script line is and I haven’t been able to find it (not even with inspect element).

    Please leave advice, if you have any, I’m really lost here and would greatly appreciate it. My PHP skills aren’t good enough to script an entire new line of code from scratch, I already tried modifying the existing header-image code for the background image to no effect.
