Row Height Remains Fixed for Random Rows

I have come across a few quirks, most notably that at very random times, a table row will get stuck at a fixed height that will not collapse down to the normal height for the row text. When editing, it will not let me grab the bottom edge and push it up to shrink the height. It will let me pull down to increase the height, but when I try to decrease it goes back to that fixed height it is stuck on. It is very random when it happens but quite frustrating.
