I am having this problem:

The error message showing an encoded string. How do I translate it?
I can’t seem to find the file that responsible to this, and it is not in the translate text domain as well.
The popup message is okay though.

Make sure that both your wp-config.php and database are set to use UTF8 character encoding:

I did. It’s still there.
And idea which file that responsible for this? I might have directly edit there.
