1) If you exported XML from the old WP install, then I suggest you create the Users in your new install before you import the XML. That way, when the XML is imported, you can assign the posts to the respective users
2) If you installed SQL from old WP install, and you cannot see the users, check your SQL for corrupted user files. Try to drop tables again from the old WP install.
I am perhaps out of my depth here. How do I ‘drop the tables’ from the old WP and load the data to the new WP. I do not know SQL.
