Emails are being duplicated

Whenever I make a new a ticket, or make any changes to a ticket, either it be status change, reopen, mark overdue. ETC.
the emails that get sent out are duplicated. sometimes up to 3 times.
Upon creation of a new ticket, all our staff members get an email using the STAFF TICKET template. NEW TICKET template. It looks like NEW TICKET email template is being Duplicated 2 times. and staff is being sent out once. This is very annoying, and causing our emails to go straight to customers spam boxes because its sending so many out at once.
