It looks like you did not save them after changing format.

So after you saved %EXCERPT% disappeared.

It looks like this post has no tags. So what exactly do you expect %HTAGS% to post?
Also please test the plugin by creating posts manually.

I think I know what the problem is:
I use a plugin (Title to Tags) to generate tags. So Next Scripts publishes before the plugin can generate tags.
So the only way it will work is to “save draft” first and let the plugin generate tags then “publish”.
You can also setup 3-5 minutes delay to give your other plugin time to insert tags.
